Sorry guys, I jumped a little too quickly to conclusions. I had noticed that 4.8 was from 2005, but not that 4.9 was very recent. I had also noticed that debian had its own version of install-info, and the non-free tag for texinfo-doc, so kind of imagined debian had somehow branched off from GNU.
