For English, debian-l10n-english@lists.debian.org (you should send your
template files as an attachment).

For French, debian-l10n-french@lists.debian.org (attaching the po file).

There are similar lists for other languages, the easiest way is to send
a call for translations on [EMAIL PROTECTED]

You should probably rework your internationalisation infrastructure using
appropriate tools (gettext, po4a, ...). Having all translations within a
single file is really not convenient for translators, and will soon
become a nightmare for you if you have to manage string updates.
