Well, I don't really see the need.  A report such as the one required
by Debian in a non-interactive way is quite uncommon, and it is quite
easy to persuade reporter-submit-bug-report to not ask questions if I
am not mistaken.

Since many other packages use the reporter package for reporting bugs,
it would seem much more sensible to provide a function in the general
Debian files that will craft a non-interactive bug report from a
command happens to use reporter-submit-bug-report.

I have not followed the discussion: what was the problem encountered
here?
