Hm, I find that it is generally a good idea if anyone who distributes
changed versions of Emacs or add-ons like AUCTeX would be able to build
their custom bug reporting functions on top of the basic functions
provided by upstream.  

Distributing changed version is for sure not uncommon, but probably most
do not try to provide distribution- *and* package-specific bug reporting
solutions.  So we might be uncommon in this respect currently; but I
find it an improvement that should be advocated more.  Which would be
easer, of course, if emacs provides the infrastructure.
