Whenever file is invoked.

No, quite the contrary:

-rw-r--r-- 1 root root 759168 2004-07-30 12:34 /etc/magic

Looks like I somehow ended up with a stale file there. Installing 4.17-5
or 4.19-1 leaves it intact. Shouldn't dpkg prompt me about the modified
conffile? Colour me confused.
