Well, dpkg will complain about a _modified_ conffile when the version in the package changed and the version on disk is not the same as the old version (IOW, contains local changes). However, /etc/magic contains the same 110 bytes for a number of years now (it’s empty with a comment). Your /etc/magic is quite large, much larger even than the ‘official’ magic database provided in the package. I’m afraid I cannot tell which entries trigger the warnings.
