I've looked through the snapshot.  From what I can tell, the source
files are still explicitly licensed primarily under the JOSL license
with the option of relicensing them under the GPL.  While the source
files do have the option of licensing them under the GPL, doing so
requires explicit modification of each file to remove the JOSL statement
and add the GPL statement.  I had hope this change would be done
upstream as part of the relicensing effort.  However, this is a lesser
concern than the other items listed below.

Some of the source files are either missing licensing statements or are
licensed under licenses incompatible with the GPL:

jabberd/lib/jabberdlib.h
- appears to be missing any form of licensing declaration

jabberd/lib/sha.c
- appears to only be licensed under the MPL v1.1.  As far as I know the
MPL is not compatible with the GPL[1].

jabberd/lib/snprintf.c
- as you previously indicated is licensed under the GPL incompatible
Apache license.  While Paul van Tilburg has indicated that this file is
not used on GNU/Linux that does not appear to be the case, as removing
it results in build failure.
