The standard end-user can reach information through :

http://debian.org/mirrors/  --> http://mirror.debian.org/status.html
                            --> http://www.de.debian.org/dmc/today/

For example on http://www.de.debian.org/dmc/today/ :
6       ftp.tw.debian.org       S       Wed Oct 25 22:00:02 UTC 2006

I consider a normal user can get those details.

On the statistics, I think you're right, it should be possible to
present availability statistics and present informations in a more
consistent way.
