Udevd is started differently in Dapper than in Sarge. Dapper uses
start-stop-daemon while  Sarge uses "udevstart".

Make-nfs-root diverts the normal start-start-daemon binary and
replaces it with a script that will never start anything.

I fixed this for myself by simply having the /etc/init.d/udev script
use "start-stop-daemon.distrib" to start udevd.
