I see. That lines are intended to be read by human begins not by machines.

I would call this a bug in Debian's copyright checking tool then.
The rule is simpel: If SPDX meta data is provided all other comments/headers should be ignored. Please let me know if you open a bug report about it, so I can subscribe it.

I mean at least some basic test before the upload.

I tested the targ.gz source package on a fresh Debian unstable in a VM.
I will do tests again if the package is in the unstable repo.
