You can try to open a wishlist bug related but I suppose will not be done since projects using spdx are not the major part and there are not many projects that do an accurate and complete management of copyright so generic parsing is still widely used. There could be projects that have put the spdx but have something else or different outside (in the same file) and checking beyond the spdx you can detect that it could be incomplete or incorrect. Unfortunately, even if the writing that you have added in each file even if technically it is not an error causes all files with a different license to be seen as possible errors.
