My intention is to maintain the packages that are obviously orphaned at
least better than before.  We are picking packages that have not seen
any upload the last five years.  I can confirm that packages that were
taken over by the Salvage team received subsequent uploads if there were
any visible problems in a way shorter time span.

It serves the following purpose:  The original Maintainer remains
responsible but every other member of the Package Salvage team can do
some team upload if necessary.

No.  But unsupported  debhelper compat levels are for instance.  Do you
think it makes sense to specify such QA issues, lintian issues etc.?

Unfortunately not yet.  I've got a few responses from newcomers but no
commits.  I confirm that I consider this as a goal I was not able to
reach with this project yet.  Any hints how this can be enhanced?

I would fully support this, but so far there was no volunteer to do so.

Well, that's correct.  But there are every day more of these.  So there
is really no shortage on low hanging fruits.  My original idea was
actually that I simply *recommend* some low hanging fruits to volunteers
and than wait.  This has not worked out yet, unfortunately.  I'd love
to see this happen in the future.  So far I stick to demonstrating how
those low hanging fruits can be fixed since in my opinion demonstrating
what to do is the best way to teach what can be done.
