It's not what other operating systems do.

No. IMHO, it should be the default. If you want it, you can always
enable it.

handle the environment?

and I am cloning this bug against gnome-power-manager, although if
you use that, it's likely that you are using GNOME, and that it
already tries to be sane about it.
