I set the priority to wishlist as I don't consider this as an important bug. The reason why I don't want to use debconf at first place is, that imho the software should just work out of the box. It's better imho to provide sane defaults and give more experienced users the possibility to configure it to their liking. Also, the typical use case for powersaved/kpowersave is a laptop user running KDE. I won't discard the idea of using debconf but I'll have to think about it first because imo it complicates the maintenance of the package significantly without much gain.
