Bug#1036891: texlive-binaries: Error "attempt to call method 'read' (a nil value)" makes lualatex unusable

I am seeing the exact same issue. Downgrading "texlive-binaries" to 
"2018.20181218.49446-1" has fixed it for me (while leaving all other 
packages up to date), so I assume that "texlive-binaries" has the issue 
here.
