Reopening.
It seems that Andre was talking about an entirely different issue
(deprecated Ghostscript option) and somehow tagged along onto this
bug.
Getting back to your issue, a few things come to mind:
1) Bug#931363
2) Upgrade from an older CUPS-PDF that didn't use the Cairo backend.
The maintainer make no attempt to change the backend used.
3) Ghostscript version.
