construct has not seen a maintainer upload since 2013, the first upload, all the others were NMUs. upstream is active and it looks like there's enough interest in this package, so anyone of you in CC can just go ahead and do a QA upload (setting the QA team as maintainer) for the new upstream release or, for bonus points, adopt it under the Debian Python Modules Team.
