Yes, this is the plan (#949381). I'm waiting to upload POT until my DD
status is completed (should be soon), to avoid having to go through a
sponsor. If/when POT is accepted into the archives, it will become a
dependency of python3-gudhi.

Off-topic for Debian, I guess, but: Have you considered Hera as a way to
get efficient Wasserstein distances?
