I though the same thing, but why in SID exists both
libopencv-highgui2.4-deb0 and libopencv-highgui3.2?
I think in libopencv-highgui2.4-deb0 there is something in
libopencv-highgui3.2 there is not.

As you can see, this package exists in Debian Stretch (oldstable) and Debian
SID (unstable), but is not present in Debian Buster (stable).
I have upgraded some computers from Stretch to Buster, but i was forced to
install this package and its dependencies from stretch.
It's possible to move it in buster or buster-backports too?
It it looks like libopencv-highgui2.4 was replaced with
libopencv-highgui3.2 in buster. This is a normal transition and not a
bug. You will need to rebuild any software that uses libopencv-highgui.
If you depend on (install) libopencv-highgui-dev, it will will
automatically install the new version of the libary.
