It it looks like libopencv-highgui2.4 was replaced with libopencv-highgui3.2 in buster. This is a normal transition and not a bug. You will need to rebuild any software that uses libopencv-highgui. If you depend on (install) libopencv-highgui-dev, it will will automatically install the new version of the libary.
