In my VirtualBox Debian unstable installation I have removed sudo for my account and logged out and in again to make sure group information is refreshed. The hp-plugin (without the -i) works perfectly. But sudo appears not to blame because when I reversed and re-enabled sudo + logout + login it also worked.
So I did another apt-get -t stretch-backports upgrade on my notebook and upgraded everything (including hplip) to stretch-backports. Tried the hp-plugin command and now it works perfectly! It asks for a root password, which I type in and now it doesn't give any error message. I'm not sure what changed but the problem appears solved somehow.
