If you mean CONFIG_ISAPNP, there's no such config option in 2.6.15.1.
However, I do have CONFIG_PNP and CONFIG_PNPACPI set.

Yes, it's non-existent, but it's not necessary according to the manual
page, as the files in /etc/modprobe.d directory are used then.

Also please note, that by just downgrading to udev 0.081-1,
udevsynthesize loads all the missing modules.
