Indeed, you do not need the file.

I do not think that anything related to this has changed.
Check if your kernel has the $DEVPATH/id file for PNP0700:

grep PNP0700 /sys/devices/pnp*/*/id

and if the alias for pnp:dPNP0700 is in /etc/modprobe.d/pnp-hotplug.
