Afaik, the /dev/sr* device node is created by the kernel (via devtmpfs)
and not by udev. So what you describe sounds like an issue with your kernel.
The only thing udev does is create symlinks and apply permissions.

Please point out where udev is at fault, otherwise we'll have to close
this bug report.
