I found that I saw the same issue, but when I rebooted, efibootmgr 0.12-1
with efivar 0.20 worked fine for me.

Rebooting didn't solve the problem for me. I've also made plenty of
reboots yesterday and they didn't solve the problem for me, resetting
EFI and upgrading EFI also didn't help.

Take a look at #789746.
Same versions, close (or similar) efibootmgr --verbose and dmesg output.

I'm not entirely sure about what's going on.
Well, that's sad.
Maybe we should open an issue at https://github.com/rhinstaller/efivar
or https://github.com/rhinstaller/efibootmgr too?

I regularly talk to the upstream maintainer and already CCed him on the other bug report. I'll file the issue on github if he asks. However, since you're not seeing a change in behavior on reboot, then if you are willing, it may be easiest if you open a bug report upstream.
