Yes, downgrading libefivar to 0.15-3 and efibootmgr to version 0.11
resolves the problem too. So I guess libefivar 0.20 and efibootmgr
0.12-1 are still not fixed yet?

I'm not entirely sure about what's going on. Take a look at #789746. I found that I saw the same issue, but when I rebooted, efibootmgr 0.12-1 with efivar 0.20 worked fine for me.
