Hi, I'm running into the exact same issue on Debian Testing right now.
I'm using efibootmgr version 0.12. If I'm using efibootmgr from git the
problem still persists, I've compiled efibootmgr version 0.6.1 (I know
thats probably not a good idea) and was able get grub-install working
(+deleting entries).

Do you see the same issue with 0.15-3?
