Yes, I did it, and can solve the problem.
But I want ulatencyd.
The instructions I linked also mention that you need to disable the
pam_systemd PAM module. Have you done that?
Keep in mind that this will break a lot of stuff under systemd, though.
The FAQ say add those line OR disable PAM.

I also tried diable pam_system PAM module, but did not help.
and it will break the shutdown behavior.
