Have you tried uninstalling/purging the ulatencyd package?
Yes, I already tried dpkg --purge ulatency ulatencyd, then rm -rf
/etc/ulatencyd/
then install ulatencyd again.
but unfortunately, it did not help.
(I also tried add 3 lines to /etc/systemd/system.conf)

JoinControllers=
