It could be added "from the evtest package" (I was first confused, thinking that evtest was provided by udev). Otherwise it is quite easy to find, as the package has the same name as the command. I'm also wondering whether there is a command to remap the keys temporarily, just like /lib/udev/keymap could do, in which case such a command should be suggested in this file.
