Martin already switched the Ubuntu systemd package to use the new hwdb keymap handling, in Debian the v204 package still uses the old scheme. v208 experimental uses the hwdb based one. In v208, there is no more src/udev/keymap/README.keymap.txt, but /lib/udev/hwdb.d/60-keyboard.hwdb has some documentation at the top.
