The upload as proposed is good as it addresses some very important problems. In the current form, it will not be successful, though, as I pointed out in the comment that Hilko referenced. It will automatically be rejected by dak. Since Tobias is DD, I would suggest he uploads his proposed patch to a branch in the git.debian.org repo so that we can collaborate and add the remaining bits and pieces. If Tobias is interested in becoming uploader or even maintainer of the isdnutils package I am certainly willing to let it go. I've only ever used the libcapi20 part of it.
