I have done this, and altered the ‘python3-coverage-dbg.install’ to get the
right files for the debug.

Now, though, the debug module is also being installed in the non-debug
‘python3-coverage’ package, even though I'm explicitly excluding it in the
‘install’ target with ‘dh install --exclude \*.cpython-\*dm.so’.

Do you have a suggestion for getting that install rule correct for this
change?
