I've managed to reproduce using Jessie chroot and dist-upgrade. I'll try to come with a fix now that I can reproduce. Note that in any case and in the meanwhile, using apt-get install xfce4 will do the right thing (but I guess you don't have any problem with your install). Regards, -- Yves-Alexis
