I did a quick test on a live usb:
(1) I wrote
7.0.0-live/amd64/iso-hybrid/debian-live-7.0.0-amd64-xfce-desktop.iso to
a thumb drive.
(2) I booted it, opened a terminal, then ran "sudo -i".
(3) I edited /etc/apt/sources.list to contain only a single line for
sid, using my closest mirror.
(4) I then attempted to dist-upgrade to sid (simulated for speed):
apt-get clean
apt-get update
apt-get dist-upgrade -s
Result: xfce4, xfce4-session, and xfce4-appfinder were held back (as
well as a couple of others including libsnmp15 [hplip breakage that
happened a few weeks ago]).
So, as you note, it is not as clean as testing just xfce4, but it does
confirm that debian-live-7.0.0-amd64-xfce-desktop.iso is affected and it
is not just something specific to my system.
