I don't think we need them in tetex-bin-core or however it's going to be called. I don't think that dvipdfm is used to create pdf in any automated system. We can always put it back if somebody complains. Or rather, as already pointed out, once we have a plan of the new splitting scheme, we should approach the maintainers of depending and build-depending packages, in order to get their input. I don't think, however, that we should do this now, while the plans are still vague.
