Control: severity 699681 serious

Found the issue!
Thanks to Daniel Nicoletti for the help! The packages I created should
definitely fix the issue too, but they will also bring back the old
auto-install bug. A proper fix is on it's way to Sid and hopefully
wheezy.

I marked this bug as serious now, because it turned out that it
affects a large portion of users with a recent Apt and a PackageKit <=
0.7x and because it renders PackageKit nearly unusable for these
users.

Thanks to everyone who helped in finding this issue *before* Wheezy
was released.
