Yes, I've seen the same thing.

I believe it's a limitation of the rsync protocol currently, only
seconds are transferred. (The protocol is also used on local transfers
between communicating rsync processes.).

I expect that this will be addressed in a future version of rsync, but
unfortunately I can't say when that will happen.
