Not knowing what you did exactly, this may be the best solution. Reinstall just the "cygwin" package. Afterwards copy the release DLL /usr/bin/cygwin1.dll somewhere safe. Copy only the snapshot DLL cygwin1.dll over the release cygwin1.dll in Windows Explorer. Make sure the new DLL has execute permissions. That should be all.
