Well, we certainly need to get it sorted out before releasing GHC 7.8. And actually, it would be better if we could do so before 7.6.2, and ship a Cabal that supports dynamic-by-default with 7.6.2. That way a cabal-install built with 7.6.2 will support 7.8. I've opened #7439 for this, so that we don't forget. In the mean-time, if it's causing problems for developers, then we can disable dyamic-by-default on all platforms by default in the HEAD for now.
