Much better term, yes. However to me it is still a bit unclear where  
certain things should go. Take for example the map format, and  
documentation for how each mesh is described in the map. It is related  
to creation of content, at the same time it is "internal" to the  
engine...

Nowhere. CEL documentation does not belong in CS, just as the  
"official" ODE and Cal3D doesn't. CEL is an external project on top of  
CS.
