ideally what's the best handling for this is similar to what combineOperator
submits tasks. e.g.
1. use a countdownlatch to ensure all futures returns properly by checking
on the countdownlatch;
2. once all future returns (error or ok) validate that all returned futures
are ok
3. if not cancel all the future.s
but since i don't know if this is the right abstract for async dispatch. i
keep this PR solely for discussion purpose so didn't implement the full code
