Currently, we have SegmentAssignment interface and OfflineSegmentAssignment & RealtimeSegmentAssignment as its implementation. This approach doesn't allow us to pick the custom segment assignment strategy. This PR provides SegmentAssignmentStrategy as an interface improvement and pre-requisite work.
