   Ah, was your point that upsert tables don't have `COMPLETED` instance 
partitions and always use `CONSUMING` instance partitions that will always 
assign to the [first 
instance](https://github.com/apache/pinot/blob/bc8d78660beca78013c0279dcfd9e0a657356739/pinot-controller/src/main/java/org/apache/pinot/controller/helix/core/assignment/segment/RealtimeSegmentAssignment.java#L165)
 of the partition in the RG? In that case too, though, wouldn't it be better to 
have the instance partitions align with the actual segment assignment?
