   > We don't allow any REALTIME tables to have more than 1 instance per 
partition AFAIK
   
   There's no reason this partition selector can't be used for `COMPLETED` 
instance partitions right?

   It looks like this was added for tables that support ingesting from more 
than one source stream in https://github.com/apache/pinot/pull/13790. So here, 
we probably have two choices - either use the number of partitions from the 
first configured stream or else disallow this instance assignment strategy for 
multi-stream RT tables.

Review Comment:
   Non-RG based instance assignment enforces the use of a single partition, so 
this partition selector doesn't make sense in that case right?
