Synchronized the two build-review fixes from #68562 in b3f45acc217: - Refresh incomplete third-party installations when a Rust archive or the Paimon header is missing, rebuilding Lance and Paimon together through the existing full rebuild path. - Pass the selected Cargo executable and offline mode through to cbindgen metadata. - Add 10 build-script tests covering installation reuse/refresh, clean-option forwarding, custom Cargo, and offline environment propagation. Eight tests fail before the fix; all 10 pass afterward on both PR branches. Bash syntax and `git diff --check` also pass. Only build scripts and their tests changed in this update.
