pillarsoftware.com (I think that's it) has an ASP-based CMS, but it's
not open source.  I had spoken to the owner a couple weeks back and
there was a possibility of the next version being an open source product
- you may want to check with him.

Generally, however, the cost of entry into the MS market is higher than
it is for other markets (PHP and Perl being 2) simply because of the
initial toolset cost.  There will be many people that say 'oh, the cost
of the licensing is insignificant'.  Maybe to some people, it is.  But
to many people who are just starting out, trying to equip 3-4 people
with Windows 2000 + SQL Server and Interdev and whatever else people
need is not inexpensive.  Perhaps relative to what you get it's a good
value, but someone can have a Linux box with PHP, Apache and MySQL setup
and running for a couple hundred bucks.  Especially in developing
countries, where many free software packages come from (PHPNuke, for
example), the cost of MS technologies (and Oracle and IBM and others) is
too prohibitive to develop with.
