  AFAIK, only dvipdfmx can embed ToUnicode information into PDF,
  of cource your Type 1 must have Unicode(UCS2/4) mapping already.
  * FontForge will do this job.

  pdf[la]tex/dvipdfm/dvips/ps2pdf/dvipdf don't have this ability
  yet.

  So CJKV people use dvipdfmx is a good choice I think.
