Chunks of this algorithm look extremely similar to what's in `getSpecifiedHLSLAttrFromVarDecl`. One thing that's important to this code is "find the attribute associated with this RecordType". At the moment I think the details of how that is figured out is roughly duplicated (I'm not 100% convinced that both implementations do it the same way, and there may be a 3rd implementation I've not found yet).
