This one is probably fine without a copyright header based on the
information from the maintain.texi [1]:
You should maintain a proper copyright notice and a license notice
in each nontrivial file in the package. (Any file more than ten
lines long is nontrivial for this purpose.)
But I probably agree with Ineiev that all files should have copyright
notices. I'm sure a clever lawyer would argue the lack of one means that
they had no notice the work was copyrighted. We can just keep that from
being possible.
